The rapid rise of digital technologies is transforming European society in profound ways. From how we communicate to how we work and interact with public services, digitalisation is reshaping everyday life. As more of our social interactions move online, this transformation brings both opportunities and challenges to the principles that govern society in the EU.
Some key impacts of digitalisation on the EU social contract are:
- Shifting work environments: Algorithms now play a major role in hiring and workplace management, reshaping the job market.
- Freedom of expression: Social media platforms influence what we see and share, directly affecting free speech.
- Public vs. private control: Increasing reliance on automated systems by public institutions is blurring the lines between public and private power.
- Growing influence of Big Tech: The rise of Big Tech companies is shifting power away from governments to private entities, raising questions about digital rights and responsibilities.
EXPRESS2 will explore how digital transformation affects governance, public services, and citizens' rights. By analysing EU policies, conducting surveys, and engaging stakeholders in workshops, the project will identify ways to ensure digitalisation strengthens, rather than undermines, the EU social contract.
