Understanding and addressing insecurity in Europe

The ongoing war in Ukraine has not only caused immense suffering but has also triggered a series of security crises, including significant migratory and energy disruptions. As High Representative Josep Borrell stated in the EU Strategic Compass, "the war on Ukraine is the most serious security crisis in Europe in decades, but threats to European security clearly come from a variety of sources, both within Europe and beyond". 

We are exploring the potential role of the EU in mitigating these insecurities and fostering stability across the continent. EXPRESS2 aims to examine the far-reaching impacts of the Ukrainian war, focusing particularly on two critical areas: the migration crisis and the energy crisis.

Key Focus Areas

  1. Migration Crisis
    • Since February 2023, over 8 million Ukrainians have fled to Europe, creating the largest refugee crisis the EU has faced in decades. WP4 will analyze the implications of this migration wave on the EU’s social contract.
  2. Energy Crisis
    • The war has significantly impacted Europe's energy landscape, exacerbating the need for an energy transition. WP4 will examine how the energy crisis, triggered by the conflict, is disrupting socio-economic stability in the EU.
